Hopkins Public Schools' Buildings and Grounds Department proudly maintains a safe and aesthetically pleasing environment for students, staff, and visitors.

The Buildings & Grounds department is responsible for over 1.7 million square feet of schools and support facilities. Our 12 separate facilities are located on over 170 acres of land.

Our responsibilities include:

Health and Safety Levy

The Minnesota Department of Education approves various projects directly correlated with a known rule or regulation through the publicly funded Health and Safety Levy. The Minnesota Legislature defines exactly what types of projects may be applicable through this levy authority. In particular, the levy may be used for the following projects:

Physical Hazard Control—FINANCE CODE 347 (machine guarding, OSHA violations related to a specific rule, elevator and lift inspections, and personal protective equipment)

Hazardous Substances—FINANCE CODE 349 (fuel oil tank removal, hazardous & infectious waste management, lead in water testing, and local exhaust systems required in regulated areas)

Environmental, Health, & Safety Management—FINANCE CODE 352 (implementation of Employee Right to Know program, Bloodborne Pathogen compliance, indoor air quality expenses, and automatic external defibrillators); this program code is financially capped.

Asbestos—FINANCE CODE 358 (asbestos removal, repair, and/or encapsulation)

Fire and Life Safety—FINANCE CODE 363 (fire marshal order corrections, fire alarm equipment, fire suppression systems, and emergency lighting)

Management Plan for Lead-in-Water

Hopkins Public Schools has committed to providing a safe working and learning environment for employees and students. We developed this Management Plan for Lead-in-Water to reduce the potential for exposure to lead in drinking water and to comply with requirements from Minnesota Statute 121A.335, the Minnesota Department of Health (MDH) and the Minnesota Department of Education (MDE). This plan will also endeavor to comply with recommendations from the Environmental Protection Agency’s (EPA’s) 3Ts for Reducing Lead in Drinking Water in Schools: Revised Technical Guidance (2006) and the Lead Contamination Control Act (LCCA) of 1988.

Minnesota Statute 121A.335 requires public school buildings serving kindergarten through grade 12 to test for lead in water in potable water sources (water for consumption) every 5 years. We test all of our buildings every five years. The previous testing cycles included 2015 and 2020. We will test again in 2025.

Workplace Health & Risk Committee

The committee's role is to oversee the development, implementation, and ongoing evaluation of the District's employee health and risk programs; facilitate communication between employees and administration; and to review workplace injury reports.

Safety Committees are a requirement of the Minnesota Department of Labor and Industry standard 5208.0010-5208.0090 for all employers with 25 or more employees. In addition, such committees are required to meet a minimum of four times per calendar year.

Five-Year Radon Sampling and Testing

Radon is a naturally emanating substance in the ground. It is very common in Minnesota, and it has been linked to causing lung cancer.

Following guidance from the US EPA and the state MDH, Hopkins Public Schools samples and then tests those samples for radon. For each of our buildings, we do this every five years. Should we find more than 4 Picocuries per liter (pCi/L) of radon in any occupied building space, we then take steps to mitigate the issue, usually through adjustments to our ventilation systems. We then come back and sample and test in that space to confirm that our efforts worked.
